Hi we too are taking my sons friend on cruise in october, and have been told by ncl that we need a notirised letter from a advocate, written and signed by them, which adds to the price of the cruise, but not a lot you can do about it, just had the fuel supplement taken off , so that will pay for the advocate, which is going to cost about £50, hope that is of some help.
