Lifeguards on cruise ships

I was reading BBC news and once again we have another child that is fighting for his life in hospital after nearly drowning on the Independence of the seas.

This is the 3rd child now that has nearly drowned on a cruise ship, so should they be lifeguards on cruise ships?  cruise lines are able to hide behind a maritime law also known as the “Death on the High Seas Act” which prohibits the recovery of emotional damages such as pain and suffering, grief, bereavement, and mental anguish. As matters now stand, the cruise line face virtually no financial consequence when children die in cruise ships pools with no lifeguards.

I feel two ways about this, I feel its a parents responsibility to keep a watchful eye on there children and it should be a parents responsibility if anything happens to them, but I also feel that the cruise lines need to take a bit more responsibility and employ lifeguards.

Now you know I don’t have children but every year I take my 6 year old niece away and every time she go’s in the pool I’m there with her or on my sunbed  at the side of the pool, I never take my eyes off her, so should parents take the responsibility instead of blaming the cruise liners or even hotels.

What’s your thoughts on this? do you agree that cruise liners need to get lifeguards? please let me know your thoughts.
