Where is the cheapest place to buy cigarettes on a Mediterranean cruise i.e. Italy, Corfu, Dubrovnic, Barcelona, Pisa etc. or is it best to buy them onboard?

At around €5 per 20, Italy is no longer worthwhile. I think Spain is still marginally cheaper than Greece, both at around €3, prices are regulated in both countries so no need to trawl around. ........HM Customs limit for bringing into the UK is 16 sleeves ie 3200 cigs per person (age 17+) from either, provided that they are for personal or family use. If you bring in and tell customs you're giving them to friends at cost price, they'll be seized. Packs carry EU duty-paid stickers, but still worth getting receipts. ................... certainly the ship, and probably Dubrovnik, are much cheaper at £15 to £20 per sleeve, but non-EU limit of 200 cigs pp applies to bring into the UK. So buy 200 pp on the ship to bring back, plus smoke ship-bought during your cruise. ...................... Chris. Chapter & verse at http://www.hmrc.gov.uk/customs/arriving/index.htm

If Dubrovnik and onboard are cheaper for the cigarettes why can I not buy my allocation of 3,200 from either of them?

Because Croatia isn't in the EU so no EU duty has been paid on them, and ship's cigs are duty-free. The 3200 customs allowance is only for bringing in cigs on which EU duty has been paid, such as from Spain, Italy & Greece - as explained on the customs website I quoted. ...........buy 32 sleeves (16 each) for two of you in Spain or Greece & you'll save about £1,000 compared to UK shop prices. Buy same quantity from Dubrovnik or ship & you'll save an extra £250 if you're not caught but lose the lot, plus probably a fine, if you are. It's just not worth the risk. ............. Chris

just got back from a greek island hopping cruise and for 400 L&B it was 28 euro in every greek port duty free, that is about £1.25 per packet. i only got what i smoked on board and took 1 sleeve home.
