Don't know about LeHarve as have not been there, but Lisbon you just get off the ship and walk in to town, the hop on hop off busses are there waiting for passengers to get on. The ship docks right in Vigo you just get off and you are there hope this helps.

Le Harve is easy just a bit further to walk than the other 2 ports. I have don it pushing a wheelchair and the walk is nice to do with plenty to see on the way.
