I am on the same cruise and from experience I suspect less than 50% will bother. The main reason for fly cruisers to take limited clothes is the 20kg baggage allowance.

On Royal Caribbean I would estimate most would dress up if not with a tux a dark suit and in percentage terms at least 70%. I you want less formal options loiok at NCL and Carnival plus there are a few others....Bill
