What you can do is book with RCI first if you wish and then for no extra cost, you can swap your booking to your local travel agent, if its cheaper of course, but it must be done within 48 hours from the initial booking with RCI. RCI may give you on board credits, but you worked it out, it is still cheaper with some travel agents than RCI.
