There are a load of shuttle buses, taxi's and tour buses in Port Rachid - if you are refering to, for instance "Dubai Mall" sending a FREE shuttle bus to the port to pick up passengers to go back to thier Mall then I ceertainly didn't see them and wasn't made aware of them... All transport had to be paid for, whatever method it was, and you just get on whichever one you want - beware though as they do sit there and wait for a full shuttle before moving - could be half hour or so - and the taxi's can be cheap so may just as well get in one of them and go where you want - make sure you haggle though as some taxi drivers do try it on! Why not google Dubai and Shopping Malls and then email one of them and ask, as this is a very confusing question.
