it is not possible to get to Cairo independently, although the excursions are expensive they are worth the money for peace of mind that the ship is not going to leave without you should you be delayed (as often happens). Buses have to travel in convoy with guards and traffic en route can be horrendous. The cost include most admissions, an excellent meal midday and very knowlegable guides. It is a very long day but although some people grumble about being hassled in Cairo and at the pyramids I have never met anyone who wishes they hadn,t done it.

You can do it on your own however the guide and his / her car will need to be booked before you leave the UK and you will need to confirm with them that they can access the port and drive to the quayside as it is not possible to walk to the port entrance even if you wanted to. So the answer is that Cairo independently is awkward but ok if you have it prearranged. If you do a google search or ask on tripadvisor then you will find suitable guides who will do this. When we did it the roads were deserted until we hit the outskirts of Cairo - all this " in convoy " is alarming and true but in reality any terrorists/ extremists will want to target buses not a "local " car where they do not know the occupants are tourists or just locals.

We walked around Alexandria on our own. Did a circular walk from the the cruise terminal along the Corniche to the impressive new Library. Then walked inland to the cemetary area thence back through tha main streets to the terminal. Very enjoyable and hassle free.
