Your not over the Champagne Bar but you are over the Main dining room. Unless your on second sitting you're unlikely to be in your cabin during dining times & quite honestly I think this question of noise gets over hyped, particularly on the 'modern' ships. Can't help with the lifeboat question, but all these scenarios should have been pointed out to you by your cruise agent at the time of booking to eliminate these concerns, unless of course you purchased on a 'Guarantee Only' basis......Wilba .
