There are certainly good facilities and access on all modern ships for people in wheel-chairs. You will be able to most things that able-bodied people can do with the exception of going ashore at ports where the tender(s) is used. Getting on and off these can be precarious for even the most nimble at times and cruise companies feel that the risk is too great to take wheel-chairs aboard tenders.
