I have been on the Queen Victoria and there are no tea and coffee making facilities in staterooms. However there is 24 room service that is included in the service charge automaticaly added to your bill daily regardless of whether you have room service or not as it covers all tipping throughout the ship. We had tea and food via room service many times but it is not clear that there is no extra charge. So use it as much as you want. I hope you enjoy your trip.
