Don't know wich ship you are thinking of but there have been smoking facilities on all cruises I have been on except in dining rooms. Some lines do not allow smoking in cabins, and Show Lounges, others do, there are usually smoking areas in bars and on outside decks. Pipe and Cigar smoking is usually confined to outside deck areas. Most Cruise Lines will publish in their brochures what there smoking policy is. Hope this helps.

Royal Caribbean is banning smoking in cabins in the future. Look at their web site for up to date information.
Some cruise lines who have this ban make an extra charge for cleaning the cabins of those who have flouted their rules. Brochures are helpful but with people booking well in advance may be out of date. Check the cruise line web sites for most up to date information.
I find it varies from ship to ship and even on the same ship depending on where it is sailing. There are always smoking to some extent or the other. Some don't allow smoking on deck but always have some designated areas. I think most now ban smoking in restaurants. if you have a particular ship in mind, I'm sure the cruise line will be able to tell you what the policy is for it.
When i cruised on Celebrity Cruises you could smoke in your cabin and on one whole side of the ship.
