Island cruises offer an "all inclusive deal" on both their ships, it should be noted that normally everyone sharing the cabin has to pay for the upgrade.

Seabourn and SilverSeas are all inclusive.

And Swan Hellenic offer free excursions. There are one or two others that offer "All Inclusive" but as far as I know that is not a permanent arrangement but more promotional marketing. .... Neil.
