Policy varies, but most will allow this but you will have to request an ashtray for your stateroom. The ventilation is so good they can afford to do this, but some lines don't want to make it obvious but there will be restricted areas on the ship where you can't smoke like the dining room and theatre are the obvious two but there will be others. On some ship smoking is allowed on the starboard when out and about but no the port side.
