You can buy as many as you like when on board, but the question should read how many can I legally bring back to the UK. that would be just 200 each, and basically as many as you could carry that you purchased when on shore at any EU port of call, that is providing you can prove they are for your own consumption.

200, because it's duty free; 3,200 if you buy-and pay duty- in an EU port. Spain appears to be the cheapest. Gibraltar does not count...it's 200 only from there!- Jo.

Agreed. ........On your cruise, smoke cigs bought on the ship or at Gib, take 200 pp back to the UK. Buy EU duty-paid in Spain (not Canaries) & you can bring back 3200pp plus 3kg baccy. The packs will carry the duty-paid stamp, but play safe & get a receipt too. They're for your household only - any hint that you're gonna give them to friends at cost price & they'll be seized. Prices in Spain & Portugal are regulated so its the same price at all tabacs, no discount for quantity but the shop may throw in a free bottle & some lighters.
