Two years ago the Euro was fine in both places.

We found in Russia that euros or dollars was preferred to Rubles and in Tallin euros was fine.

Estonia is in the EU and they use the Euro. In St Petersburg they use their own currency, the rouble but will accept dollars, euro and even sterling. At the market next to the church on spilt blood, prices are much cheaper than in the official tourist shops and they take western currency. Of course they could ask to see your receipt in roubles for any item that you want to take out of the country- as happens in Cuba-. In the current climate, “ Do you feel lucky?” .

Dollars & Euro in Russia, Euro in Tallin.

US dollars or euros are accepted widely, UK pound less so, especially in Russia. In Russia the advice is to use roubles but most traders would rather have other dollars or euros.
