Is there no deck plan in your brochure if not: http://www.cruiseline.co.uk/deckplans/ocean_village_cruise_ship.html Looks as though on C and D deck the lifeboats are located so even if you have an outside cabin they may effect your view so B or A deck seems the best looking at this webpage.

Our cabin was 6134 which was an excellent outside cabin towards the front on the port side.Personally I would not consider a cabin without a window as it adds so much to the cruise experience for us. We had no noise at all, except for once hearing some gentle snoring from the cabin next door! We were a bit worried about being towards the front as you are meant to feel more movement but we did not find this to be the case at all.
